Improving Community Development Through Proactive Roof Damage Detection and Property Rehabilitation

Initial Problem Statement
Baltimore City has experienced a rapid increase in vacant properties, many of which receive little to no maintenance and suffer progressive structural deterioration. Without intervention, these properties pose a significant public safety risk: structural failure or collapse could harm the surrounding community, the well-being of residents, and the integrity of adjacent buildings.
This project aims to help the city slow building deterioration, limit its impact on neighboring properties, and improve the chances of rehabilitation, using aerial imagery and additional historical data from the city. We plan to build a system that detects existing roof damage and flags properties at risk of it, so the city can prioritize them for inspections and interventions for prevention and remediation.
